Every time you change a cost of an item in a bid, it automatically becomes a modified cost (also known as a local or bid specific cost) for that bid and is marked "Y" under the modified cost heading.
You may un-modify the cost by either changing the Y to N or updating from the master Price Book by selecting Bid Menu/Update Items and update modified costs. If you want to place this item in your master Price Book by pressing Ctrl+D, it will also "unfreeze" this cost.
